SOCEA Annual General Meeting Concludes in Almaty, Marking Key Milestones and Leadership Transition

ALMATY, KAZAKHSTAN – The Regional Air Navigation Safety Coordination Platform (SOCEA) successfully held its Second Annual General Meeting (AGM) on September 11, 2025, in Almaty, Kazakhstan.

The meeting was chaired by SOCEA President Dr. Cengiz Paşaoğlu, Deputy General Director and Board Member of the Turkish General Directorate of State Airports Authority (DHMİ). During his tenure, the platform’s membership expanded to seven countries, significantly enhancing SOCEA's regional impact and collaborative momentum.

Strategic Review and Expansion

The 2025 AGM provided a platform to review SOCEA’s operational activities, organizational structure, and working group reports. A major highlight was the first-time attendance of HungaroControl, the Hungarian Air Navigation Service Provider, which was formally accepted into membership in August 2025. Furthermore, the Air Traffic Management Bureau (ATMB) of the People's Republic of China participated in the meeting with observer status, underscoring SOCEA's growing geopolitical relevance.

New Leadership Elected

A significant outcome of the meeting was the election of new leadership. The platform's direction will transition on January 1, 2026, with Mr. Farhan Guliyev of AZANS assuming the role of President. He will be supported by Mr. Doniyor Djumaev of Uzaeronavigatsia, who was elected Vice President, and Ms. Berrin Turgut of DHMİ, who will take on the position of Secretary General.

Forward Momentum

SOCEA members extended their gratitude to the host, Kazaeronavigatsia, for the exceptional organization of the event. Attendees unanimously emphasized the platform’s increasing role in regional air navigation safety and cooperation. They affirmed their steadfast determination to continue working toward the collective goals of the organization.

The decisions made at the 2025 AGM are anticipated to make substantial contributions to raising regional air navigation safety standards and establishing stronger cooperation mechanisms among all member states in the coming period.
